“Not by Rain is a post-apocalyptic climate dystopia, and Vance gives resource collapse a fully believable social order.
The world building is first-rate and establishes the Alley through its rule that every resident must provide a service to remain alive.
When Teller, Watermaker’s gatekeeper, screens arrivals by occupation before granting water, Vance turns survival into a transaction. This is enhanced by technology like the P.Y.R.E., a crematorium that converts corpses into ethanol.
Vance then asks the decisive question of readers: who gets to assign human value once usefulness becomes policy?
Rebecca is a fabulous character and a hopeful product of evolution, but what's best about the book is that every single character gets equal fleshing out.
This is a distinctive novel for readers who want A-grade, brutal, post- apocalyptic survival fiction.
